Open Game launcher menu for Super Smash Bros. > Settings > Cheats > Manage Cheat codes> Add:

mushroom kingdom unlock:

Value: 00FF

All characters/players unlock:
Address:810A4938
Value: 0FF0

Afterwards, go back the the cheats menu and enable "Have All Characters" & Mushroom Kingdom Unlock.
Then you can start the game!
