FFmpeg Hardware Acceleration on Intel 11th gen Core failure:

FFMPEG encode fails with intel integrated graphics no matter the NVIDIA setting is, only option is to use my old laptop without NVIDIA graphics, or use a separate Linux install with no NVIDIA graphics installed.

Try having separate sd card with Linux with no NVIDIA divers to see if ffmpeg works on it.

Update 1: it is not the NVIDIA driver causing the issue, it is one of the many bugs with the intel driver for 11th gen Xe graphics. It can decode h264 well without issue, but not h265.
