For most modern software, you will need to have JIT enabled for good performance, But in order to do this (since it is banned from apple), you must run a Jit server and stream the cached data to your device over a VPN. This kinds of defeats the purpose of fully local, since the cache must be streamed. It is also relies on bad internet signal. Jitterbug kind of has it local, as in another iOS device stores the cache. But otherwise it still has all of the issues and is rather pointless. Also for UTM specifically, Hypervisor on iOS requires an M1 iPad. Imposable to do virtualisation on iPod Touch 7th gen (only emulation).
