Always show macOS 26 Tahoe menu bar (even in full screen):

Open settings app and go to:
Menu Bar (NOT DESKTOP & DOCK!) and at the top of the page for "Automatically hide and show the menu bar), change from "In full screen only" (default) to "Never".

Date: June 2025 (for Tahoe, maybe as far back as 2023 for earlier versions of macOS).
